Why did they not show Goku go Super Saiyan when this happened

 A saiyan gets 10 times stronger after turning Oozaru, thus a 10 times multiplier, it multiplies their power by 10.

A multiplier is a variable, this is established fact.
I've never head anything like this before. Every time I've used the term "multiplier", it's been a fixed value specific to that transformation, with the exception of the Kaioken (because it is a technique, not a transformation).

Every source I've seen has Oozaru increase a saiyan's power by a factor of 10, consistently, for any saiyan. In my view, the term "10x multiplier" is appropriate- I've never heard anyone say "releaser" before.

Either way, Oozaru forms are an increase over the Saiyan's base, so in my view achieving an increase that way doesn't count towards the threshold, if any, for SSJ.

What you're describing seems to be more of a potential unlock- I've never heard anyone ever consider Oozaru to be a potential unlock before.

To stay on topic. I don't think Goku had yet reached that level in the movie. The state he was in was maybe just a high powered kaio ken or maybe something close to a super sayin.
